Aaron Ramsey misses the North London derby with a groin injury.
The Welshman scored a hat-trick in last weekend’s thrashing of Everton.
He looked set to retain his place for the clash with Tottenham but was not named in Arsenal’s starting line-up.
Jack Wilshere and Mohamed Elneny came in for Arsenal with Ramsey not even on the bench at Wembley.
But it has been confirmed he has been struggling with a “minor groin injury” which keeps him out of action.
The midfielder was ruled out over the festive period due to a hamstring problem before returning last month.
He had started Arsenal’s last two games – against Swansea and Everton – but misses out in the crunch derby clash.
“Ramsey is injured, he could not participate,” Wenger told BT Sport ahead of the match.
“I have put one more midfielder in, we have an attacking team. We put one more defensive midfielder in.”
